Enrolment Scheme Information


Effective from 02/04/2021

The guidelines for development and operation of enrolment schemes are issued under section 11G (3) of the Education Act 1989 for the purpose of describing the basis on which the Secretary’s powers in relation to enrolment schemes will be exercised.

In Zone Enrolments

Students who live inside the home zone have an absolute entitlement to enrol at ƹϵεapp under Section 74(1) of the Education and Training Act 2020.

The Ministry of Education requires the ƹϵεapp Board to ensure that all students enrolling to attend ƹϵεapp meet the requirements of the school’s enrolment scheme. Applicants who live inside the zone will be required to provide two forms of evidence showing proof of address.

Out of Zone Enrolments

Each year the Board of Trustees will determine the number of places which are likely to be available in the following year for the enrolment of students who live outside the home zone. The Board will publish this information by notice in a daily or community newspaper circulating in the area served by the school. The notice will indicate how applications are to be made and will specify a date by which all applications must be received.

In 2024, the board has determined that there are likely to be 50 places available for Year 9 out-of-zone students and 50 out-of-zone places available for Year 10-13 students. The exact number of places will depend on the number of applications received from students who live within the school’s home zone.

If the number of out-of-zone applications exceeds the number of places available, students will be selected by ballot. If a ballot is required, it will be held on Monday 11 September. Parents will be informed of the outcome of the ballot within three school days of the ballot being held.

Applications for enrolments will be processed in the following order of priority:

First Priority (This priority is not applicable at ƹϵεapp because the school does not run a special programme approved by the Secretary for Education).

Second Priority will be given to applicants who are siblings of current students.

Third Priority will be given to applicants who are siblings of former students.

Fourth Priority will be given to any applicant who is a child of a former student of the school.

Fifth Priority will be given to any applicant who is either a child of an employee of the board of the school or a child of a member of the board of the school.

Sixth Priority will be given to all other applicants.

If there are more applicants in the second, third, fourth, fifth or sixth priority groups than there are places available, Selection within the priority group will be by ballot conducted in accordance with instructions by the Secretary under Schedule 20 (3) of the Education and Training Act 2020.

Enrolments for 2024 open from 1 July and close 25 August. Any out-of-zone enrolments submitted after this date will not be eligible for the ballot. The ballot will be drawn on 11 September and successful out-of-zone enrolments will be notified within three school days.

Applicants seeking second or third priority status may be required to give proof of a sibling relationship.

The address given at the time of application for enrolment must be the student’s usual place of residence when the school is open for instruction. The student must reside at this address with a parent or legal guardian who either owns, rents or leases the property.

This means that if you currently live at an in-zone address but move to an out-of-zone address before your child’s first day of attendance at the school, your child will not be entitled to enrol at the school.

The Ministry of Education has advised that parents should also be warned of the possible consequences of deliberately attempting to gain enrolment by knowingly giving a false address or making an in-zone living arrangement that they intend to be only temporary e.g.

  • renting accommodation in-zone on a short-term basis;
  • arranging temporary board in-zone with a relative or family friend;
  • using the in-zone address of a relative or friend as an “address of convenience”, with no intention of living there on an ongoing basis.

Before enrolment takes place (i.e. before attendance begins), if the board has reasonable grounds for believing that the given in-zone address will not be a genuine, ongoing living arrangement, the board may withdraw any offer of a place it might have made on the basis of the given address.

After attendance has begun, if the school learns that a student is no longer living at the in-zone address given at the time of application for enrolment and has reasonable grounds to believe that a temporary in-zone residence has been used for the purpose of gaining enrolment at the school, then the board may review the enrolment. Unless the parents can give a satisfactory explanation, the board may annul the enrolment. This course of action is provided for under section 11OA of the Education Act 1989.
